Another Celeb Tatt'in Folks Up

Okay.. so these celebs haven't learned their lesson yet? I thought it was illegal to tattoo people without a having a license to do so. Well, maybe that's only in certain states. Hell, maybe Wayne has a license *side eye*! It kinda looks like he might know what he's doing, then again.. what do I know LOL. That's a dumb law anyways, it should be up to the individual to decide who they let add some PERMANENT ish to their body. I would like to see these finished products tho! LOL
